Place the broccoli in streamer basket and steam, covered for about 3 minutes. Drain well. In a pan, heat oil on medium heat. Add onion and garlic and sauté for about 6 minutes. Add broth and beans and bring to a gentle simmer. Reserve ½ cup broccoli florets and add the remaining in pan. Remove from heat and keep aside to cool slightly. Add the mixture in a blender in batches and pulse till smooth. Stir in salt and black pepper and serve with the garnishing of reserved broccoli, Parmesan and pine nuts.
