Stir in remaining ingredients and continue to saute over low heat until the ground beef is completely browned and the potatoes are fork tender. In a large bowl, transfer meat mixture and use a potato masher to mash mixture coarsely. Allow mixture to cool. In a small bowl, whisk egg and water together until foamy and set aside. Meanwhile, in another deep cast iron skillet over medium-high heat, add oil and heat to 350 degrees. Transfer samosa dough to a lightly floured surface. With a 3-inch- diameter biscuit cutter or drinking glass, cut out circles and arrange on a sheet pan. Keep them covered with a slightly damp kitchen towel while filling and frying them. Add 1 teaspoon of filling in the center of each circle. Brush edges with egg wash and bring them up to form a triangle. Press gently to seal. Transfer samosas one small batch at a time into hot oil and deep fry until golden brown, about 2 to 3 minutes on each side. Place fried samosas on a plate lined with paper towels to drain. Repeat until all samosas are fried. Sprinkle with cilantro and serve warm.
