Line a sheet pan with Silpat or parchment paper and set aside. In a stand mixer on high speed, beat sugar & butter until fluffy. Mix in the egg, buttermilk & vanilla. Meanwhile, in the stand mixer, cream together cream cheese, powdered sugar, butter, and vanilla extract until combined. Place mixture in a piping bag and set aside. Once cookies are cooled, pipe cream cheese filling in the center of a cookie and top with another cookie. Place in the refrigerator until the filling has set, at least 3 hours. Store cookies in an airtight container in the refrigerator.
