Cool for a few minutes, and set aside. In the bowl of a spice grinder (coffee mill), pulse the toasted rice into a fine powder. Transfer to a small bowl and set aside. Heat the oil in a large skillet over medium heat, and saute the ground chicken, breaking up the meat as it browns. Meanwhile, in a bowl combine 2 heaping tablespoons of the toasted rice powder, chili flakes, sugar, fish sauce, and lime juice. Stir until completely incorporated.
