Stir in the diced onion, celery and carrots and cook for another 3 minutes. Stir in the garlic and cook for another minute or so. Stir in the red wine, and cook for another 3 minutes, and stir in the tomato sauce, milk and beef stock. Stir well to cominbe. Reduce the heat to low, and simmer for 4 hours, stirring every 30 minutes to prevent scorching the sauce.
