Prepare a 9x9 inch pan by greasing it with cooking spray and lining with parchment paper. In a food processor, pulse 2 cup oats until flour-like consistency forms. Move to a large bowl and add remaining oats. Melt butter with syrup, sugar and salt in a small saucepan over medium heat until sugar is dissolved. Turn the heat off and stir in vanilla and milk.
