Remove from heat and keep aside, covered for about 25 minutes. Drain bulgur in a fine-mesh sieve if there is some water in bulgur. Transfer bulgur into a large bowl and keep aside to cool for about 15 minutes. In a small bowl, add garlic, oil, lemon juice, salt and black pepper and mix till well combined. Add cucumber, tomatoes, scallion, parsley and mint in the bowl of bulgur and mix. Add dressing and toss to coat. Serve at room temperature or reifrigate to chill for at least 1 hour before serving.
