Cut the tops of each bell pepper and carefully, remove the seeds and membranes. Cut a thin slice from the bottom part of each pepper to have a flat surface. With a fork, carefully poke 4 holes below. In a pan, heat olive oil and sauté onion and garlic until tender. Add beef and cook till browned completely. Stuff bell peppers with beef mixture evenly and arrange in a deep baking dish. With a piece of foil, cover the baking dish tightly and bake for about 10 minutes. Remove the foil and sprinkle each pepper with mozzarella cheese generously. Bake, uncovered for about 15 minutes.
