Line 3 sheet pans with Silpats or parchment paper and set aside. In the bowl of a stand mixer on medium speed, add flours, sugar, baking soda, baking powder & salt and beat until well combined. Add oil and beat until a dough forms. Roll into small dough balls about the size of a golf ball. Flatten dough balls a bit and place a whole almond in the center of each one. Arrange cookies on prepared sheet pans about 1 inch apart. With a pastry brush, coat each cookie lightly with beaten egg yolk. Bake until cookies are lightly golden, 15-20 minutes. Transfer cookies to wire rack to cool.
