Add garlic and sauté for about one minute. Reduce heat to very low and stir in caraway seeds, paprika and salt. Cook for about one minute, stirring continuously. Add potatoes and warm broth and stir to combine. Increase the heat to high and bring to a boil. Reduce heat to low and simmer, covered for about 20 minutes. Stir in sour cream and remove from heat. Serve hot.
