Add steak slices and coat with mixture generously. In a pan of boiling water, add cabbage, carrot and remaining scallions and cook for about 2 minutes. Drain well and transfer into a bowl. In a heavy-bottomed skillet, heat 1 teaspoon of oil on high heat. Remove the steak from ginger mixture, reserving it. Add steak and sear for about 1-1½ minutes from both sides.
