Remove from heat, drain and then bring back to heat. Stir in ¾ cup of water and taco seasoning mix. Bring mixture to a boil, simmer about 7 minutes, stirring occasionally until liquid almost absorbs. Remove from heat. Heat butter in a Dutch oven or saucepan over medium low heat until melted. Stir in flour and cook stirring for 2 minutes. Then gradually whisk in milk and cook with constant stirring until sauce thickens or for 5 minutes. Turn the heat off. Add in 1½ cup cheese and stir until cheese melts. Add cooked pasta and beef mixture. Top with remaining half cup cheese.
