Line a sheet pan with silpat or sheet of parchment paper and set aside.In a large bowl, mix flour, sugar, baking powder, cream of tartar and salt until combined. With a pastry cutter, cut in butter and mix until mixture has the consistency of corn meal. In the center of the flour mixture, make a small well and add milk, cheese and thyme and gently mix until forming a soft dough.Place the dough onto a floured surface and roll into 3/4 inch thickness.
