Add pinch of salt, pepper paste and tomato paste. Rub halibut with salt and pepper on both sides. Chop together scallions, tomatoes, sweet red or green pepper, mint and parsley in a bowl. Add juice from half a lemon and olive oil. Season with pinch of salt. Using a rubber spatula, mix bulgur well. Mix in half of the vegetables along with the vegetable juices. Squeeze remaining lemon juice. Preheat oven to 400 degrees. Heat a teaspoon of oil in a sauté pan. Sear fillets from both sides for just 3 minutes per side. Once seared, place in oven for five minutes. Equally place bulgur mixture on two plates and then place fillet over bulgur. Top the with remaining vegetable mixture and garnish generously with scallion and lemon wedges. Serve with chili pepper to add heat.
