Cook on low heat with constant stirring for 18 to 20 minutes until the licorice dissolves completely. Increase the heat to medium and bring the mixture to a simmer. Mix cornstarch with remaining half cup milk in a separate bowl. Add the cornstarch mixture to the licorice milk and stir cook for three minutes until the mixture thickens.
