Then grease 2 8-inch round cake pans, line with parchment paper and apply cooking spray. Mix the flour, sugar, cocoa powder, baking soda, baking powder and salt in a bowl and set aside. Remove the cakes from the pans and place on wax paper (Covered) to completely cool. For the Frosting, beat the butter and powdered sugar for about 4 minutes. Add in the cocoa powder and vanilla. Continue beating for another 2 minutes. Whip in the heavy cream for 2-4 minutes. To assemble the cake, start with 1 cake then spread the frosting on top. Add the second cake and apply the frosting to the top and sides. Decorate as desired.
