2 Bags Frozen Black-Eyed Peas2 Cups Hot Water1.25 Cups Scallions0.75 Cup Red Bell Pepper2 Teaspoons Hot Sauce2 Tablespoons Jalapeño Pepper0.25 Teaspoon Salt0.25 Teaspoon Freshly Ground Black Pepper1 Can Diced Tomatoes With Pepper,Celery And Onion1 Vegetable Or Chicken Flavored Bouillon Cube0.66 Cup Rice1 Tablespoon Tomato PasteIn a 4-quart slow cooker, place peas, hot water, ¾ cup scallions, hot sauce, bell pepper, jalapeno, bouillon cube and salt and pepper and mix well. Cover the cooker, set on HIGH and cook for 4 hours. Stir in tomato paste, tomatoes and rice and cook again over HIGH for one more hour, until peas and rice are tender and liquid is almost absorbed. Add remaining scallions and serve.
