Drain and rinse the beans well. In a Dutch oven, combine the beans and 4 cups of water and bring to a boil, and reduce to a simmer for an hour. Season with 1/2 teaspoon of salt and simmer for another hour. Drain the beans, reserving the cooking liquid. Soak the bulgur in the reserved cooking liquid for at least 30 minutes, or until tender & fluffy. Drain any excess liquid from the bulgur and set aside. Heat a large skillet over medium-high heat, heat oil and saute the scallions and garlic until fragrant, about 1 minute. Stir in the mushrooms and saute for another 3 minutes. Stir in the reserved beans and bulgur. Season with the minced herbs, and gently stir to combine. Garnish with lemon juice and season with the remaining salt.
