For roasted garlic: Cut the top 1/4-inch of 3 garlic heads exposing the individual cloves. Arrange garlic heads onto a large piece of foil, cut side up. Drizzle with oil and sprinkle with a little salt and black pepper. Fold the foil around garlic heads and twist the top to seal. Roast for about 1 hour. Remove from oven and transfer garlic heads onto a plate. Keep aside to cool completely. With a fork, carefully remove papery skin from roasted cloves. In a small pan, melt 3/4 cup of butter over medium heat. Slowly, add flour, beating vigorously to remove any lumps. Cook for about 5 minutes, stirring frequently. Remove from heat and keep aside. In a large pan, melt remaining 1/4 cup of butter over medium heat and sauté onion and minced garlic for about 30-60 seconds. Add broth, milk and IPA and bring to a gentle simmer. Stir in roasted garlic cloves, cumin and paprika and with a handheld immersion blender, blend soup until smooth. Add flour mixture, beating continuously. Slowly, add cheese, a handful at a time and beat until melted and smooth. Stir in salt and pepper and serve immediately with the garnishing of chives.
