Grease a 13x9-inch x 13-inch pan. Keep aside. For Topping: In a bowl, mix together 1 cup of flour, brown sugar and cinnamon. With a fork, cut in ½ cup of butter until crumbly. Keep aside. In another bowl, add ¼ cup of milk, egg yolks and vanilla extract and lightly beat to combine. In the bowl of an electric mixer, add sugar, 3 cups of flour, baking powder and salt and mix on low speed for about 30 seconds. Add remaining milk and ¾ cup of butter and mix on low speed till flour mixture becomes moistened. Now, mix on medium speed for about 2 minutes. Add 1/3 of egg mixture and beat about 30 seconds. Repeat with remaining egg mixture in 2 additions, scraping down the sides after each addition. Place ½ of mixture into prepared pan evenly and sprinkle with ½ of topping mixture. With a spoon, swirl topping into cake mixture. Now, place remaining cake mixture and sprinkle with remaining topping. Bake for about 30-35 minutes or till a toothpick inserted in center comes out clean.
