Grease and flour a 13x9-inch baking dish. For cake: In a bowl, sift together flour and baking powder. In another bowl, add egg yolks and with an electric mixer, beat on high speed until changes into lemony color. Slowly, add butter and 1/2 cup of sugar and beat until well combined. Add milk and 1 teaspoon of vanilla extract and mix well. Add flour mixture and mix until just combined. In another large bowl, add egg whites and with an electric mixer, beat on medium speed until soft peaks form. Add remaining 1/4 cup of sugar and beat on high speed until stiff peaks form. Add flour mixture and gently, fold until just combined. Place mixture into prepared baking dish evenly. Bake for about 15-20 minutes. Remove from oven and keep on a wire rack to cool. For milk syrup: In a pan, add evaporated milk and condensed milk over medium heat and bring to a boil. Cook for about 2 minutes, stirring continuously. Remove from heat and stir in 3 teaspoons of vanilla extract. Keep aside to cool slightly. With a fork, poke holes into the cake. Place half of milk syrup over the cake evenly. Keep aside until syrup is absorbed. Place remaining syrup on top evenly and refrigerate, covered for at least 1 hour. Garnish with whipped cream & serve.
