Grease a large casserole dish with some melted butter. In a large bowl, crack eggs and beat well. Add 1/3 cup of butter, milk and sugar, and beat until well combined. Add corn, diced bell pepper and cornstarch and stir to combine well. Place the mixture into prepared casserole dish evenly. Bake for about 1 hour or until golden brown.
