In a large saucepan, combine 1/4 cup butter, salt, 1/2 cup water and leeks. Cover and simmer for 15 minutes. In a cast iron skillet, melt remaining butter and sauté shallots until softened. Add scallops and sear 1 minute per side. Stir in wine and vermouth. Bring mixture to boil and reduce to a simmer for 2 minutes. Remove leeks from water (reserve cooking liquid), and transfer to serving platter. Top with scallops. In the same saucepan, pour in pan sauce from the scallops and bring to a boil until reduced by half. Stir in cream, salt & black pepper, and 1/2 cup of parsley. Pour sauce over scallops and leeks. Garnish with remaining parsley.
