In a large mixing bowl, add flour, baking powder, salt, sugar & cocoa, and whip until blended. Stir in the milk, eggs & butter and whip until just combined. Do not over-mix, and rest the batter for 5 minutes. Meanwhile, in a medium bowl, add butter, powdered sugar, vanilla, and milk. Stir until blended well. Whip until mixture forms a thick sauce.
