On 2 large sheet pans, divide rabe, tomatoes, shallots, and peppers evenly. Drizzle with olive oil, season with salt & pepper and gently toss to coat mixture well. Arrange veggies in a single layer without overcrowding. Roast until rabe is browned on the edges and the tomatoes have burst, about 25 minutes. Transfer mixture to a large bowl and add lemon juice & zest. Toss well and serve.
