Lightly grease a 9x13-inch baking dish and set aside. In a large bowl, add flour, salt and baking powder. Whisk until combined. In a second large bowl, add 3/4 cup of the sugar and egg yolks. With an electric mixer, beat on high speed until mixture is frothy. Add 1/3 cup of whole milk and 1 teaspoon of vanilla extract and mix well. Pour the egg yolk mixture into the flour mixture and stir until just combined. In a small bowl, add egg whites and beat with electric mixer on high setting until foamy. Add remaining sugar and beat continuously until stiff peaks form. Gently fold egg mixture into flour mixture. Pour the mixture into the prepared baking dish evenly and smooth the top with a spatula. Bake for about 35 to 40 minutes, or until a toothpick inserted in the center comes out clean. Remove from the oven and allow cake to completely cool. In a small bowl, add condensed milk, evaporated milk and remaining whole milk and mix well. With a fork, poke holes on the top of the cake. Drizzle milk mixture evenly over the cake then refrigerate for at least 1 hour, or overnight. In a stand mixer, add 3 tablespoons sugar, heavy cream and 1/2 teaspoon of vanilla extract. Whip until soft peaks form. Spread whipped cream evenly over the cake and sprinkle with cinnamon.
