Line a large sheet pan with a sheet of parchment paper and set aside. Meanwhile, slice each pepper lengthwise, removing the seeds and membranes.In a medium bowl, combine the cream cheese, 1/4 cup of the cilantro, 1/4 cup of the green onion, garlic powder, onion powder, and salt. Stir until combined.Stuff each pepper with the cream cheese mixture and sprinkle with cheddar cheese, and bake for about 10 minutes. Meanwhile, in the bowl of a food processor, pulse the panko breadcrumbs, queso fresco, and remaining cilantro and green onions.
