Remove from heat and stir in 1/2 cup of butter till melted completely. Let the milk mixture cool until just lukewarm. Mix together 2¼ cups of the flour, 1/4 cup white sugar, yeast and salt in a large bowl. Add milk mixture, egg and water and beat well. Slowly, mix in the remaining flour, ½ cup at a time, stirring well after each addition. Place the dough onto a lightly floured surface and knead for about 5 minutes. With a damp towel, cover the dough and keep aside for about 10 minutes. Meanwhile mix together the brown sugar, margarine and cinnamon in another bowl. Roll the dough onto a lightly floured surface into ½-inch thick rectangle. Spread sugar mixture over the dough, leaving a ½-inch space off on the long side. Sprinkle with the raisins. Roll the dough, starting from long side to the ½-inch exposed edge. With your fingers, pinch the seam to seal. Roll the seam down and cut into 1½-inch thick rolls. Arrange the rolls onto a lightly greased pan, cut side up. Cover the pan and keep aside for about 30 minutes. Preheat oven to 350 degrees F. Bake for about 20 minutes. Meanwhile for icing, mix together all ingredients in a bowl. Remove the rolls from oven and immediately, top with the icing. Serve warm.
