Season chicken thighs with salt and black pepper evenly. In a medium Dutch oven, heat oil over medium thighs, skin side down and cook for about 6 minutes. Flip and cook for about 4 minutes. Transfer chicken to a plate. Remove all grease from pan, leaving only 1 tablespoon inside. In the same pan, add garlic over medium heat and sauté for about 2 minutes. Stir in beer and bring to a boil, scraping up the browned bits from bottom of the pan. Cook until reduced by half. Stir in chicken broth and bring to a boil. Stir in cooked chicken thighs and transfer into the oven. Bake, uncovered for about 20-25 minutes. Remove from oven and with a slotted spoon, transfer chicken thighs to a platter. In the pan, add peas and cook for about 1-2 minutes. Stir in crème fraîche and remove from heat. Pour sauce over chicken thighs and serve alongside brown rice.
