Pulse 4 times and add the cold butter. Pulse 10 more times to combine mixture. Add cold water and pulse until the dough comes together. Remove the dough and roll it into a ball, then flatten it into a disc shape. Wrap in a sheet of plastic wrap and chill in the refrigerator for at least 1 hour. Meanwhile, preheat oven to 400 degrees. On a work surface lightly dusted with cocoa, roll dough into a circle that is approximately 9 inches in diameter and 1/8 inch thick. In a 9-inch pie pan, transfer the dough and press in around the sides. Trim away access dough and crimp edges with a fork. Spread 1 cup of chocolate chips evenly on the bottom of the crust. In a large bowl, beat the eggs until foamy. Add melted butter and whisk again. Add syrup, 1 tablespoon flour, brown sugar, 1/4 cup granulated sugar, 1/2 teaspoon salt & vanilla and whisk until combined well. Fold in chopped pecans and transfer the filling to the pie crust, spreading evenly with a spatula. Arrange pecan halves evenly on top. Bake for 1 hour uncovered, then cover the pie with a sheet of aluminum foil and bake for another 40 minutes. Allow the pie to cool for about 3 hours.
