To make mashed potatoes, add potatoes in a large pot filled with water 2-3 inches above the potatoes. Bring to a boil over medium-high heat and then cook covered on medium heat for about 20 to 25 minutes. Meanwhile, in a Dutch oven, sauté the carrots and onions in the olive oil for 3 minutes. Add the ground beef, thyme, and black pepper and cook until brown. Then stir in frozen peas and butter. Add flour, tomato paste, wine, chicken stock, and Worcestershire sauce and simmer until the sauce thickens. Drain potatoes well and add to the bowl of a stand mixer. Whisk on low speed and then on medium adding warm milk gradually. Add 1/4 cup butter at a time whisking after each addition. Season with salt and set aside. Grease a 13x9 baking pan with a light coating of butter and add pour gravy, topped with mashed potatoes. Brush with a thin layer of the egg, and sprinkle with a thin layer of Parmesan cheese. Bake for 20 minutes and serve warm.
