Drain well and cut into 2-inch pieces. Heat a pan over medium heat and stir-fry beef, 1/2 tablespoon of soy sauce, sesame oil, and 1/4 teaspoon of salt for about 1 minute. Stir in seaweed and remaining 1 tablespoon of soy sauce and stir-fry for another minute, stirring frequently. Add 2 cups of water and bring to a boil. Stir in remaining 4 cups of water and garlic and return to a boil. Reduce heat to low and simmer, covered for about 20 minutes. Season with remaining salt and serve.
