1 Pound Lean Ground Beef1 Onion3 Carrots2 Tablespoons All-Purpose Flour0.5 Teaspoon Ground Cinnamon1 Tablespoon Italian Seasoning2 Tablespoons Fresh Parsley1.5 Cups Beef Broth1 Tablespoon Tomato Paste0 To Taste Salt & Ground Black Pepper4 Potatoes0.25 Cup Butter1 Cup Milk0.25 Pound Cheddar CheesePreheat oven to 400 degrees. For filling: In a small bowl, mix together broth and tomato paste. Keep aside.Heat a large skillet over medium heat and cook beef for about 1 minute, breaking with a wooden spoon. Add carrot and onion and stir-fry for about 5 minutes. Add flour, parsley, Italian Seasoning and cinnamon and stir to combine. Add broth mixture, salt and black pepper and stir to combine. Reduce the heat and simmer for about 15 minutes or until all liquid is absorbed, stirring occasionally. Place the mixture into a 9-inch pie plate.Meanwhile, for topping: In a medium pan of water, add potatoes over high heat and bring to a boil. Boil for about 15 minutes or until potatoes are tender. Drain potatoes completely and transfer to a bowl. With a potato masher, mash potatoes until smooth. Add butter, milk, salt and black pepper and beat until fluffy. Spread potato mixture over beef filling evenly and sprinkle with Cheddar cheese.Bake for about 25 minutes or until top becomes golden brown.
