Transfer bacon to a plate lined with paper towels to drain. Chop cooled bacon. In a small bowl, toss together cheese, chives, and bacon with 1/8 cup of flour. Set aside. In a large bowl, whisk together flour, baking powder, and salt. With a pastry cutter (or two forks), cut butter into dry ingredients until the mixture is the consistency of cornmeal. Add milk and stir until ingredients are just combined into a soft dough. With a spatula, fold the cheese mixture into the dough. Place dough on a lightly floured surface and knead for 1 minute. Pat dough into a circle about 1/2 inch thick. With a 2 1/2- inch biscuit cutter (or small drinking glass), cut out 8-10 biscuits. On a sheet pan lined with parchment paper, arrange biscuits close together and bake until tops are golden brown, about 12-15 minutes.
